Thank you for registering for the upcoming Membership Meeting on Tuesday, August 4th, at 10:00AM. The first part of the meeting is designed to include administrative and board actions. The remaining part is designated for presentations by invited guests. 

SBAIC is honored to have Lisa Ashcraft, Val Bloomberg, Kathy Echols of ABT Associates. Abt Associates is a consulting and research firm that works on U.S. domestic policy and international development. Abt Associates addresses everything from homelessness in Houston to opioid use in Oregon to malaria in Mali. This includes evaluating programs to inform policy; training at all levels of government and communities; and carrying out programs that range from increasing crop yields and combating infectious disease, to ensuring safe drinking water and promoting access to affordable housing—and more. The company partners with clients and communities to tackle the most complex challenges. Abt Associates work with agencies like EPA, HHS, USAID and HUD. Abt Associates uses data and bold thinking to improve the quality of people’s lives worldwide.

Below is additional information about the guest presenters.

Lisa Ashcroft, an accomplished contracts and procurement executive, heads Abt Associates’ Contracts and Procurement Department. She has more than 35 years of experience in federal government contracts and procurement, including work for Martin Marietta, SAIC, CSC, Honeywell and Intelsat. She also has extensive experience working with federal civilian agencies, as well as with the U.S. Department of Defense, intelligence community clients, NATO, foreign governments and commercial clients. As vice president of contracts and procurement, she is the senior executive responsible for overseeing all company matters related to contracts, subcontracts, procurement, consultants and small business programs to satisfy the needs of internal and external customers for the U.S. government and an international customer base. 

Val Bloomberg is Senior Director of Procurement for Abt Associates Inc. He leads a global procurement team responsible for all parts of the procurement lifecycle maximizing value from Abt suppliers, subcontractors and consultants to ensure Abt meets its corporate mission and business objectives. Val’s functional accountabilities include subcontracts, purchasing, and small business programs.  He has an extensive background in procurement with over 30 years of experience leading strategic procurement operations for global technology, communications, media, and development companies. Val held management positions in procurement and supply management, with responsibility for strategic sourcing, procurement, contracts and subcontracts management.   

Kathy Echols, Abt Associates’ Small Business Program Manager for the last eight years, has increased small business utilization by 13.4% percentage points from 20.9% to 34.3%, which computes to a 64%increase, and cumulative dollars awarded to small businesses increased $50M from $81M to $131M, a 61.7%increase. She has 26 years of experience with Abt Associates in varying positions including Small Business Program Manager, Contract Operations Manager, Subcontract Representative and Administrative Support.
